Governance and Constitutions

Jonathan Goolden was one of the core drafting team for the modular constitution produced by the then Department of Environment, Transport and the Regions. He also worked closely with civil servants on the statutory guidance to the Local Government Act 2000 and with leading academics from INLOGOV on governance issues.

We not only know the theory of the executive / scrutiny new form of governance introduced by the Local Government Act 2000, we have good experience of operating it in practice and of improving and updating he current models used in most councils.

Most advisers concentrate on the role of the council’s executive. Through our police authority expertise and experience, we are also able to offer practical approaches to make scrutiny effective and efficient in holding the executive to account and satisfying backbench councilors.

We have been working with officers and members in a large county council and a borough council, both emerging from recent governance problems, to review and revise their constitutions.

We have also advised on wider issues of corporate governance in a non departmental public body and can work with senior officers and members in any public or voluntary sector body to enhance board or senior staff accountability, public engagement, risk management and decision making.
